You can get a Brazilian mobile plan without a CPF. Claro and Vivo sell tourist eSIMs against your passport number: Claro 20 GB for 15 days at R$44.90 (€8.01), Vivo 25 GB for 30 days at R$55 (€9.81). A regular prepaid SIM still asks for a CPF when you activate it yourself, so without one you register in an operator shop. The POVNOMAD Brazil eSIM costs from €3.90 for 1 GB over 7 days and needs no Brazilian document at all. As of 10 October 2026.
If you stay inside Brazil for a week or more and use more than a few gigabytes, the operators’ tourist eSIMs cost less than any travel eSIM we checked, ours included. This guide shows the numbers, explains the CPF rule and says where a travel eSIM still makes sense.

Do you need a CPF for a Brazilian SIM card?
For the usual self-service activation, yes. Since November 2021, Brazilian operators activate new prepaid chips through a process called ID Digital: you enter your CPF, your date of birth and your postcode, then upload a selfie and a photo ID such as the Brazilian driving licence or ID card, according to the regulator Anatel. Without a CPF, that flow stops at the first field. Anatel names the way out: if the digital activation cannot be completed, you finish it in the operator’s shop with your identity document.
In the shop, the passport works. TIM’s help page for foreigners lists what it needs for a prepaid registration: passport number, the address where you are staying, the issuing country and further personal details (retrieved 10 October 2026). We found no separate tourist plan on TIM’s pages, only this registration in the shop.
Which Brazilian tourist plans work without a CPF?
Two operators sell eSIM plans built for visitors. Both give you a Brazilian number and take a foreign credit card.
| Plan | Data | Valid | Price | Calls and SMS | Requirements |
|---|---|---|---|---|---|
| Claro flex pass | 20 GB | 15 days | R$44.90 (€8.01) | unlimited within Brazil | Claro flex app, passport number, temporary address in Brazil, credit card with 3D Secure |
| Claro flex pass | 30 GB | 30 days | R$59.90 (€10.68) | unlimited within Brazil | |
| Claro flex pass | 40 GB | 30 days | R$69.90 (€12.46) | unlimited within Brazil | |
| Vivo Tourist Plan | 25 GB | 30 days from activation | R$55 (€9.81) | 300 minutes, 100 SMS | eSIM by email, passport number, credit card (not Hipercard or Diners), activate within 15 days of purchase |
Claro: flex pass page, archived 7 October 2026, and Claro’s blog post of 6 November 2025 for the passport and address requirement. Vivo: Tourist Plan page, archived 6 September 2026; the passport number as requirement from Teletime, 28 October 2025. Both live pages were unreachable for us on 10 October 2026, so check the price before you pay.
Claro says on its page that the speed depends on coverage and technology “(2G, 3G, or 4G)”. Vivo advertises 5G and allows hotspot use without a limit. Vivo recommends activating the eSIM only after arrival, because the 30 days count from activation.
What a trip costs with each option:
| Option | 1 week, maps and messaging | 2 weeks | 1 month, heavy use |
|---|---|---|---|
| Claro flex pass | €8.01 (20 GB, 15 days) | €8.01 (20 GB, 15 days) | €12.46 (40 GB) |
| Vivo Tourist Plan | €9.81 (25 GB, 30 days) | €9.81 | €9.81 (25 GB) |
| POVNOMAD Brazil eSIM | €3.90 (1 GB, 7 days) | €8.90 (3 GB, 15 days) or €18.90 (10 GB, 30 days) | €32.90 (20 GB, 30 days) |
| Airalo | €9.00 (3 GB, 7 days) | €19.50 (10 GB, 15 days) | €33.00 (20 GB, 30 days) |

Can you get a CPF as a tourist?
Yes, but not quickly. A foreigner living abroad applies in person at a Brazilian consulate or embassy, after booking an appointment through the e-consular system; the service is free (gov.br, “Inscrever no CPF no exterior”, retrieved 10 October 2026). The e-mail route on the same page is for Brazilian citizens only. For a holiday, the consulate visit costs more time than the tourist eSIMs save.
Which scams target phones and SIM cards in Brazil?
Anatel keeps a list of the most common telecom scams, last updated on 30 April 2026 (Anatel, “Golpes atuais mais comuns”). Four of them matter when you set up a phone line:
- Line hijacking: someone moves your number to a new SIM and receives your bank codes. The first sign is a phone that suddenly has no service outside Wi-Fi.
- Fake caller ID: the caller’s number shows a bank or company, and the caller asks for personal data or a payment.
- Fake helpline: a message points you to a fake 0800 number, where someone talks you into sharing data or granting access to your phone.
- Fake WhatsApp: a stranger uses a known person’s photo and writes “this is my new number” before asking for money.
Anatel’s advice is the same each time: check through the company’s official channels, never share codes or passwords, and report a scam to the company, to Anatel and to the civil police. For your SIM purchase this means: buy only in an operator shop or through the operator’s own app or website.
What if your phone is stolen in Brazil?
Brazil’s government runs the Celular Seguro service, which blocks a stolen phone’s line, its IMEI and the apps of partner banks in one alert. You log in through gov.br, and the line has to be registered under the CPF of the person who signs up (Teletime, 19 December 2023). Without a CPF, the service is out of reach for you.
Anatel describes the route that remains: file a police report (Boletim de Ocorrência), inform your bank and your operator, and ask the operator to block the line. In the states that take part in its Celular Legal project, you can block the device itself when you file the report. With a travel eSIM there is no Brazilian line to block; your home SIM you block through your home operator.
How to buy a local SIM the right way
- Decide between a tourist eSIM and a physical SIM before you fly. The tourist eSIMs need a phone that takes an eSIM and a credit card that passes 3D Secure.
- Buy the tourist eSIM only in the operator’s own app or on its own website: Claro flex app, “I’m an international visitor”, or vivo.com.br.
- For a physical SIM, go to an operator shop with your passport and the address where you stay. Ask the staff to complete the registration there, because the self-activation by SMS or app asks for a CPF.
- Activate the Vivo plan after landing. The 30 days start with activation, and you have 15 days from purchase to activate it.
- Keep your home SIM in the phone if you can. If it is a physical card and your phone has one slot, use the tourist eSIM instead of a second physical card.
When the eSIM is the better choice, and when not
The operators’ tourist eSIMs are the better deal if you spend a week or more only in Brazil, use a lot of data or want a Brazilian number. Many Brazilian apps and services ask for a local number, as Claro itself points out. For a month, Vivo’s 25 GB cost €9.81; our 20 GB cost €32.90.
The POVNOMAD eSIM makes sense in these cases:
- Short stays with little data. A stopover or a long weekend costs €3.90 for 1 GB over 7 days, less than half of Claro’s smallest plan.
- Brazil as one stop of several. The South America eSIM covers Argentina, Brazil, Chile, Ecuador, Peru and Uruguay on one profile, from €4.90 for 1 GB over 7 days, Unlimited Smart for 7 days €26.90.
- No account, no passport data, no Brazilian address. You buy, get a QR code by email and install it at home (instructions for iPhone and Android).
- Your card fails the Brazilian checkout. Claro requires 3D Secure, Vivo turns down Hipercard, Diners and temporary cards.
Our Brazil eSIM carries data only and runs on a local network, TIM for example, according to the product page. Unlimited prices against Airalo and Holafly are in the Brazil eSIM provider comparison. Cash comes with its own fees and the IOF tax, see our guide to ATM fees in Brazil.
Frequently asked questions
Can I buy a SIM card in Brazil without a CPF?
Yes. Claro and Vivo sell tourist eSIMs against your passport number, from R$44.90 (€8.01) for 20 GB over 15 days. For a regular prepaid SIM, the self-activation asks for a CPF; without one you complete the registration in an operator shop with your passport. A travel eSIM needs no Brazilian document. As of 10 October 2026.
How much does a tourist SIM cost in Brazil?
Claro flex pass costs R$44.90 (€8.01) for 20 GB over 15 days and R$69.90 (€12.46) for 40 GB over 30 days. Vivo Tourist Plan costs R$55 (€9.81) for 25 GB, 300 minutes and 100 SMS over 30 days. The POVNOMAD Brazil eSIM starts at €3.90 for 1 GB over 7 days. Prices converted at the ECB rate of 9 October 2026.
Why does my Brazilian SIM card ask for a CPF?
Since November 2021, Brazilian operators activate prepaid chips through ID Digital, which asks for CPF, date of birth, postcode, a selfie and a photo ID. Anatel says that if the digital activation fails, you can finish it in the operator’s shop with your identity document. TIM accepts the passport number for foreigners.
Is a local SIM cheaper than an eSIM in Brazil?
For a week or more with several gigabytes, yes. Vivo charges €9.81 for 25 GB over 30 days, while 20 GB on the POVNOMAD Brazil eSIM cost €32.90. For a short stay with little data, the travel eSIM is cheaper: €3.90 for 1 GB over 7 days against at least €8.01 at Claro. As of 10 October 2026.
Can tourists use Celular Seguro if their phone is stolen?
Hardly. Celular Seguro runs through a gov.br login, and the line has to be registered under the CPF of the person who signs up. Without a CPF, file a police report (Boletim de Ocorrência), inform your bank and ask your operator to block the line. Block your home SIM through your home operator.
Can I get a CPF before travelling to Brazil?
Yes, at a Brazilian consulate or embassy. Foreigners living abroad apply in person after booking an appointment through e-consular, and the service is free, according to gov.br. For a holiday, a tourist eSIM from Claro or Vivo or a travel eSIM saves you that appointment.
Do I get a Brazilian phone number with a travel eSIM?
No. The POVNOMAD Brazil eSIM carries data only, so WhatsApp calls work and normal calls and SMS do not. Claro flex pass and Vivo Tourist Plan include a Brazilian number with calls and SMS within Brazil. Your home SIM can stay active next to either eSIM.
As of 10 October 2026. Prices collected that day on povnomad.com, airalo.com and esim.holafly.com/de; Claro and Vivo from archived pages of 7 October and 6 September 2026. Exchange rate: ECB, 9 October 2026. Prices change at any time.
