ATM Fees in Dubai: Four Banks Charge Nothing at All

Dubai is the exception among travel destinations: there really are fee-free ATMs here, and not as some obscure special case but at several major banks. Emirates NBD, RAK Bank, Citibank and Emirates Islamic charge foreign cards nothing at all. Take the nearest machine in a shopping mall instead and you may pay up to 26.25 dirham.

What was confirmed on 12 September 2026 is the overall picture: some UAE bank ATMs charge certain foreign cards nothing, while the rest sit between 7 and 26.25 dirham, with a 5,000 dirham transaction limit. The figure shown on the ATM screen is what applies.

Emirates NBD has the densest network, present in every large mall, at metro stations and at the airport. If you want to remember one name, remember that one.

HSBC is also fee-free but dispenses only 1,000 dirham per transaction, a fifth of the others. For larger amounts it is the worse choice even though the machine itself is free.

A headline that is often misread

Emirates NBD has publicly waived cash withdrawal fees in 2025 and 2026. Those announcements concern the bank’s own customers using other machines across the UAE and the Gulf — not tourists with foreign cards.

That Emirates NBD also charges foreign cards nothing is a separate data point from our dataset. Do not conflate the two if you come across such headlines.

26.25 dirham is about €6.50 or $7.15. On a 2,000 dirham withdrawal that is 1.3 percent — against zero at a fee-free machine a hundred metres away. In Dubai, looking around pays off more than almost anywhere else, because the free alternative genuinely exists.

Where not to withdraw in Dubai

Alongside the bank machines, malls, the Marina and hotel lobbies host free-standing units from independent operators as well as currency exchange machines. They carry no bank logo and belong to none of the banks listed above.

The rule is the same as in Egypt or Mexico: a machine that clearly belongs to a bank is the safe choice. In Dubai there is the added comfort that bank ATMs are so dense you are essentially never forced onto a free-standing unit.

The surcharge that applies even at a free machine

Fee-free does not automatically mean cost-free. Emirates NBD and RAK machines will also ask whether to bill you in your home currency, converting at their own, worse rate.

The answer is always to decline. The screen will say “Without conversion”, “Decline conversion” or “Continue in AED”. Your own bank then converts at the Visa or Mastercard rate. The detail is in With or without conversion? — the ATM screens are reproduced there.

This stings particularly in Dubai: finding a fee-free machine and then accepting the conversion throws the entire advantage away.

Do you even need cash in Dubai?

Less than almost anywhere else. Dubai is largely cashless: hotels, restaurants, malls, taxis, the metro via the NOL card and even many small shops take cards or contactless.

Realistically you need cash for the gold and spice souks in Deira, for the abras — the wooden boats crossing the Creek, costing a dirham — for tips and occasionally for a taxi hailed on the street. A few hundred dirham covers most trips.

That changes the maths: if you withdraw only once, 26 dirham barely registers. If you need several smaller amounts, the gap between Emirates NBD and Dubai Islamic adds up quickly.

What your own bank adds

The dirham figures above are the UAE operator’s charge and apply whoever issued your card. On top of that, most banks add a foreign transaction fee, commonly around 1 to 3 percent, and some add a flat charge per withdrawal.

In Dubai that is the decisive item: if the machine charges nothing, your own bank’s fee is the only cost left. Look up the foreign transaction fee and the per-withdrawal charge before you travel — if both are zero, withdrawing in Dubai really is free.

Why you want a signal at the machine

Many banks now require approval through a push notification in their app for withdrawals abroad; with no data connection the card is declined. In Dubai the practical benefit is finding the nearest Emirates NBD machine in seconds rather than settling for whatever the mall offers.
