Bosnia and Herzegovina has no 5G. Regulator RAK still hasn’t issued any licenses, and according to the head of BH Telecom, that’s not expected before the end of 2026 — making Bosnia the only country in the region without commercial 5G. Its 4G network, though, covers around 94% of the population. An eSIM with unlimited data costs €7.90 for three days at POVNOMAD; Holafly charges $11.90.

Why 5G Doesn’t Matter Here
If you see an eSIM ad promising 5G for Bosnia, ignore it: nobody can deliver on it. Regulator RAK still hasn’t allocated any 5G spectrum. Serbia has been live with all three operators since December 3, 2025, North Macedonia reports 97% population coverage, and Montenegro has been rolling out since 2023 — Bosnia is still at square one.
In practice, this matters less than it sounds. The 4G network covers around 94% of the population and is more than enough for navigation, messaging, streaming and video calls. The three operators are BH Telecom with about 45% market share, m:tel with around 41%, and HT Eronet with about 14%. The network thins out on the road between Sarajevo and Mostar, in Sutjeska National Park, and on the mountain passes toward Montenegro. If you’re planning the route via Jajce or into Una National Park, download the map in advance.
No EU Roaming
Bosnia and Herzegovina sits outside the EU Roaming Regulation. Since January 1, 2026, a voluntary price cap of €14 per gigabyte has applied between the EU and the Western Balkans, going back to the declaration from the EU-Western Balkans summit in Tirana on December 6, 2022 — but it’s only binding for at least one tariff per provider, not across the board.
Deutsche Telekom places Bosnia in country group 2; without a booked data pass, no data use is possible, and Travel & Surf starts at €5.95 for 1 GB over two days. Vodafone covers Bosnia with WorldTravel, €4.99 a month for 2 GB with a twelve-month minimum term. At o2, Bosnia falls into World Zone 3, where without a booked option you pay €0.99 per megabyte — roughly €1,014 for a gigabyte.
On June 4, 2026, the Council of the EU approved negotiations on extending EU roaming to the six Western Balkan states, Bosnia included. No date has been set for it to take effect.
Within the region, it’s already simpler: since July 1, 2021, a Bosnian SIM works without surcharge in Albania, Kosovo, Montenegro, North Macedonia and Serbia.
Who Travels to Bosnia
Bosnia counted 210,123 tourists and 422,009 overnight stays in September 2025 according to the statistics office, up 1.5% from the same month the previous year. Travel from Germany is heavily shaped by family ties and is spread across the year rather than concentrated in summer.
Unlike in North Macedonia, Montenegro, Albania and Serbia, local tourist SIM cards in Bosnia are reported to be available even without registration. If you’d still rather sort everything out before departure, install an eSIM at home — validity only starts on first contact with the Bosnian network. Unlike Turkey, Bosnia has no IMEI registration requirement.
