U Mobile’s terms ask for a minimum credit of RM15.90 for the 100GB plan and RM53.00 for the 500GB plan, which matches the price plus 6% tax. Maxis states that its prices include 6% tax for non-Malaysians; CelcomDigi’s FAQ says nothing about tax. After the fair-use quota CelcomDigi slows to 512 kbit/s.

The Hotlink Travel SIM also works in Singapore, Thailand and Indonesia. CelcomDigi adds 3 GB of roaming in ten ASEAN countries to its 14- and 30-day passes. U Mobile sells its tourist SIM in its own stores, through dealers and as an eSIM on its website, and the tech site Lowyat reported 7-Eleven outlets at the international airports as a further sales point (7 July 2026).

Compare that with travel eSIMs bought before departure, as of 30 October 2026:

Plan

POVNOMAD

Airalo

Holafly

1 GB

€2.90 (7 days)

€4.00 (3 days)

–

3 GB

€4.90 (15 days)

€7.50 (7 days)

–

5 GB, 30 days

€6.90

€11.50

–

10 GB, 30 days

€9.90

€18.50

–

20 GB, 30 days

€14.90

€29.50

–

Unlimited, 7 days

€10.90 Unlimited Smart (1 GB a day at full speed), €14.90 Unlimited L (2 GB a day)

€25.00 (3 GB a day)

€25.50

Unlimited, 30 days

€29.90 Unlimited Smart, €58.90 Unlimited L

€65.50 (3 GB a day)

€68.90

Read on 30 October 2026 on povnomad.com, airalo.com/de/malaysia-esim (EUR view) and esim.holafly.com/de/esim-malaysia/. On 26 February 2026 the regulator MCMC registered binding standards for prepaid registration, Determination No. 1 of 2026. Tourists staying less than three months register with their passport and, if they need one, their visa document. Photocopies, photos and scans do not count. At a shop or dealer, staff check you with a passport reader and facial recognition. Nobody may register a SIM for you, and a SIM that someone activated before your registration is not allowed (MCMC FAQ on the standards, February 2026; The Star, 26 February 2026).

Three more rules matter for travellers. You may hold at most two prepaid SIMs per operator. A tourist SIM stops working three months after registration. The MCMC says you will hear within 12 hours whether your SIM is active. CelcomDigi’s FAQ adds that you must show your original passport, and Hotlink checks your passport in its app if you buy its eSIM there.

A travel eSIM bought abroad roams on a Malaysian network with a foreign profile and carries no Malaysian number. The MCMC standards cover subscribers of Malaysian prepaid services. We found no rule that requires a foreign travel eSIM to be registered in Malaysia (as of 30 October 2026), and our checkout asks for no ID.

Maxis, CelcomDigi or U Mobile: which network works on Borneo?

CelcomDigi for coverage, U Mobile for speed. Opensignal measured the five networks from 1 April to 29 June 2026. Coverage rates how widely users find a signal in populated areas, not the share of the country’s area. Reliability (100 to 1,000 points) rates how often users could connect and complete basic tasks. The report lists no regional values for Sarawak.

CelcomDigi leads coverage by almost two points over Maxis. U Mobile is the fastest network in Sabah and nationwide, but scores lowest of the three large operators on coverage. For Sarawak we found no current operator comparison. The government’s next rural network programme, JENDELA 2, places 35.2% of the 1,000 sites in its first group in Sabah and 33.7% in Sarawak (The Sun, 1 April 2026), which shows where the gaps remain. Holafly names parts of the interior of Sabah and Sarawak, the Kinabalu trails and boat transfers as places where the signal can get weak (esim.holafly.com, 30 October 2026).

Buying a SIM on Borneo takes more planning. Of the ten Maxis Centres that Hotlink lists for its Travel SIM, one is on Borneo, in Suria Sabah in Kota Kinabalu; the others are in and around Kuala Lumpur and in Johor Bahru, Langkawi, Melaka and Penang. CelcomDigi sells its Tourist SIM in all of its stores. Download offline maps before long drives or boat trips.

The POVNOMAD Malaysia eSIM connects to DiGi 5G and Maxis 4G, according to the product page, which notes that the networks can vary. Airalo names Maxis, Holafly names Celcom and Digi. After purchase you see the networks in use in the POVNOMAD app.

How do you buy the local SIM the right way?

Carry your original passport, plus your visa document if you need one. A copy or a photo is not enough.

Buy at the operator’s own store or an authorised dealer. Maxis sells the Hotlink Travel SIM at KLIA Terminals 1 and 2, Penang and Langkawi airports.

Register the SIM yourself and refuse a SIM that is already active. The MCMC does not allow either shortcut.

Check what the plan includes. U Mobile’s tourist plan has no calls or SMS, CelcomDigi and Hotlink include domestic calls.

Test mobile data before you leave the counter, and note the end date. Your tourist SIM ends after three months at the latest.

Check that your phone is unlocked. If you take your German SIM out, you will not receive SMS codes from your bank; a dual-SIM phone keeps both lines active.

When is the eSIM the better choice, and when is it not?

The local SIM is the better deal for almost everyone who lands at a large airport. U Mobile gives you 100 GB for a week at about €3.52 including tax, Hotlink 400 GB for 30 days at €14.16; our 10 GB for 30 days cost €9.90. CelcomDigi and Hotlink also give you a Malaysian number for local calls.

The eSIM fits better in these cases:

You want maps, Grab and messages working when you land, without a queue at the counter, a facial scan and a wait for activation. Install the eSIM at home on Wi-Fi (instructions for iPhone and Android); the validity starts on first contact with a Malaysian network.

You fly straight to Kota Kinabalu or Kuching. Hotlink lists one store for its Travel SIM in Kota Kinabalu and none in Kuching.

You want CelcomDigi or Maxis, the two networks with the widest coverage: our eSIM uses DiGi and Maxis.

Malaysia is one stop of several. Our eSIM Trio Thailand, Malaysia and Singapore covers all three countries with one profile, from €2.00 for 1 GB over 7 days and €11.00 for 10 GB over 30 days. Prices and rules in Thailand and Indonesia are in our Thailand SIM card guide and our Bali and Indonesia SIM card guide.

One honest point about the trio: the Hotlink Travel SIM covers Malaysia, Singapore, Thailand and Indonesia for 30 days with 400 GB fair use at €14.16. If you can pick it up at KLIA or Penang, it beats our trio on data. This guide is also available in German.

Frequently asked questions

How much does a tourist SIM card cost in Malaysia?

U Mobile charges RM15 (about €3.32 plus 6% tax) for 100 GB over 7 days, CelcomDigi RM18 (€3.98, offer price, normally RM25) for 7 days of unlimited data, and Maxis’s Hotlink Travel SIM RM25 (€5.53) for 7 days. As of 30 October 2026.

Do I need my passport to buy a SIM card in Malaysia?

Yes, your original passport and a visa document if you need one. Nationwide, CelcomDigi leads Opensignal’s coverage score with 8.8 out of 10 ahead of Maxis with 7.0 (April to June 2026).
