The fee shown on the ATM screen is what applies.

Is there a fee-free ATM in Montenegro?

Probably one, but the sources do not agree which. ATM Fee Saver lists Ziraat Bank at €0 with a €500 limit and calls it the only fee-free bank; it puts Universal Capital Bank at €4.99. travel-dealz.com says the reverse: free at Universal Capital Bank, €4.99 elsewhere. A reader comment on travel-dealz from November 2024 reports finding no fee-free ATM in Montenegro at all.

So try Ziraat or UCB first if one is near you, and read the fee on the screen before you confirm. If the screen shows a fee, cancel; you pay nothing until you confirm. Our dataset also notes that some Ziraat machines convert the amount without offering a decline button. A second source for that is missing, so we give no figure.

For CKB (Crnogorska komercijalna banka), our dataset lists a percentage fee with a minimum amount, while traveller reports name a flat fee. Without a second source for the percentage we quote no number. Check the screen.

The calculation that matters

With a flat fee, the amount you withdraw is the only lever you have. Most machines in Montenegro stop at €500:

You withdraw

Fee at €4.99

Fee at €7 (Addiko)

€100

4.99 %

7.0 %

€200

2.50 %

3.5 %

€500

1.00 %

1.4 %

€2,000 (only Addiko and Erste, if the machine has the cash)

not possible at once

0.35 %

Four withdrawals of €500 at a €4.99 bank cost €19.96. One withdrawal of €2,000 at Addiko costs €7, if the machine lets you take that much. Five withdrawals of €100 cost €24.95 for the same €500 you could take out in one go for €4.99.

In practice: withdraw at the start of your trip what you expect to need in cash, in as few withdrawals as the limit allows. The percentages are our own calculation from the dataset figures above.

Montenegro uses the euro: what that means for you

Montenegro belongs to neither the EU nor the eurozone but has used the euro since 2002, after the Deutsche Mark from 1999. Machines pay out euros only. If your account is in euros, no currency conversion takes place: no exchange rate, no spread, no markup on the amount.

Two caveats. First, some banks charge a fee for euro withdrawals outside the European Economic Area, and Montenegro is outside it. That fee is in your bank’s fee schedule. Second, some machines offer a conversion anyway. Our dataset cites surcharges of 10 to 13 percent at four Montenegrin banks if you accept. In a country that pays in euros, that is money lost for nothing. If your account is in another currency, normal conversion applies, and you still decline the machine’s offer.

What to press at the machine

If the screen offers a conversion or a guaranteed rate, decline. Depending on the machine the button reads “Decline Conversion”, “Continue without conversion” or “Charge in EUR”. Then check the displayed fee before you confirm. Around €5 is normal; a higher fee means a different bank or an independent machine.

Independent machines from operators such as Euronet stand in the tourist areas of Kotor and Budva, according to sincomisiones.org, and draw more complaints. Our dataset has no figures for them. The full walkthrough of the conversion screens is in With or without conversion?

What your own bank adds

The €4.99 to €7 is the Montenegrin operator’s charge and applies whoever issued your card. What your own bank adds is in its fee schedule: a charge for withdrawals outside the EEA, and a foreign exchange fee if your account is not in euros. We deliberately name no issuer’s terms; they change often, and only your bank can confirm them. ATM Fee Saver knows of no Global ATM Alliance bank in Montenegro.

Why you want a signal at the machine

Many banks require approval through a push notification in their app for withdrawals abroad. With no data connection the card gets declined, and in Montenegro each new attempt at another bank’s machine can mean another fee. Your home contract does not help cheaply here: Montenegro is outside EU roaming.

A Montenegro eSIM from POVNOMAD starts at €3.90 for 1 GB over 7 days; Unlimited XL costs €9.90 for 3 days. Install it at home by QR code; validity starts when it first connects in Montenegro. How it compares with Airalo and Holafly is in the Montenegro eSIM comparison. If you would rather buy a local SIM, our guide Montenegro SIM card for tourists compares the tourist packs of One, Crnogorski Telekom and m:tel, which are cheaper from about 10 GB.

Kosovo uses the euro too; its ATM fees are in ATM fees in Kosovo. For a trip on to Albania, see Montenegro and Albania on one trip. This guide is also available in German.

Frequently asked questions

How much does it cost to withdraw cash in Montenegro?

Usually €4.99 to €7 per withdrawal with a foreign card: €4.99 at Lovćen Banka, €5.99 at NLB, Prva Banka and Erste, €7 at Addiko, according to our dataset. Most machines allow €500 per withdrawal. Your own bank may add a fee for withdrawals outside the EEA. As of 29 October 2026.

Which bank in Montenegro has no ATM fee?

Ziraat Bank, according to ATM Fee Saver, with a €500 limit. travel-dealz.com names Universal Capital Bank instead and lists €4.99 elsewhere. Because the sources disagree, read the fee on the screen and cancel if one appears; nothing is charged before you confirm.

What currency does Montenegro use?

The euro, since 2002. Montenegro is neither in the EU nor in the eurozone and uses the euro without an agreement with the EU. With a euro account there is no currency conversion. Some banks still charge a fee because Montenegro is outside the European Economic Area.

How much can I withdraw at once in Montenegro?

Mostly €500 per withdrawal. Adriatic Bank allows €800, Addiko and Erste up to €2,000 if the machine holds enough cash, and Erste allows at most five withdrawals a day. With a flat fee of about €5, larger withdrawals cost less per euro: 1.0 percent on €500, 4.99 percent on €100.

Should I accept the conversion at a Montenegrin ATM?

No. If the machine offers a conversion or a guaranteed rate, decline it. Our dataset cites surcharges of 10 to 13 percent at four banks for accepting. With a euro card there is nothing to convert at all, because the machine pays out euros.

Can I pay by card in Montenegro or do I need cash?

Both. ATM Fee Saver reports that cards are accepted in many tourist areas, while cash is still common in smaller towns and at markets, and that machines often pay out large notes. Withdraw in the towns before you head to villages and rural areas, where ATM Fee Saver reports fewer machines.

Does my Europe eSIM work in Montenegro?

Often not. Montenegro is outside EU roaming and is not part of POVNOMAD’s Europe eSIMs, which is why it has its own Montenegro eSIM from €3.90. Check the country list of any provider before you buy.

How do I know if these ATM fees are still current?

The bank figures come from our dataset of 1 September 2026, checked on 29 October 2026 against ATM Fee Saver, travel-dealz.com and sincomisiones.org. Each row shows whether one or two sources confirm it. Banks change their fees for foreign cards without notice; the screen shows the current fee before you confirm.

Last updated on 29 October 2026. Bank data from the POVNOMAD fee dataset (1 September 2026, ATM Fee Saver), cross-checked that day against travel-dealz.com (17 September 2026) and sincomisiones.org (15 July 2026); POVNOMAD prices from the product page on 29 October 2026.
